What was disputed, and how it came out
Each issue the panel decided, with the reasoning it gave. An outcome is what this panel did on this record — not a rule, and not a prediction.
The WCJ found that some services by lien claimant COSC were reasonably required and timely paid, but other services and all services by Dr. Russman were not reasonably required due to lack of medical necessity evidence and failure to comply with MTUS and authorization requirements. The Appeals Board granted reconsideration to further review these findings.
The facts that decided it
What the panel treated as outcome-determinative, and which side it favoured.
No medical documentation justifying referral to Dr. Russman or incorporation of her findings by primary treating physician.
